BOISE, Idaho (AP) -- New rules governing small renewable power projects in Idaho will likely hurt wind and solar projects but be a boon for dairy digesters and small, canal-based hydroelectric projects.
The Idaho Public Utilities Commission's 69-page ruling Tuesday establishes new ground rules for renewable power projects and regulated utilities as they negotiate agreements.
Under the long-awaited decision, solar and wind projects that qualify for federally mandated prices will be limited to less than 100 average kilowatts.
Peter Richardson, an attorney for renewables developers, says that will make it tough for new projects.
By contrast, the three-member panel's decision left intact long-term contracts and awarded valuable environmental credits to small developers, over utilities' insistence they were the rightful owners.
For developers of projects that aren't wind or solar, Richardson said, they're in heaven.
